Is it possible to share programs between multiple users on a computer?

Yes - in general each piece of software will be available for each user of the computer. However, sometimes software will only put icons in the start menu for the users that does the installation (normally the Administrator or Owner). It is possible to limit who can access which programs by changing the permissions on the program files.
